will I need to update the bios and will I need to buy another cpu just to update it

You probably will have to, if you do have to then AMD will ship you a free boot kit if you provide proof of purchase. Or you can ask the retailer to have he BIOS updated before they send it to you.

And does the mobo come with an I/O shield?

Every motherboard you buy new has a I/O shield, whether it's built in or a separate piece.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

It's compatible on version F40 and higher of the BIOS.

Only way to know for sure what you're buying is good, is by seeing if there is a 'Ryzen 3000 ready' sticker on it.

Doesn't look like there is a way to update the BIOS without a usable chip inside it, you could look into the BIOS update kit AMD has through their RMA or ask a local store.

This motherboard has a built in IO shield, no seperate piece of metal.
