Pretty sure the German company made them along time ago. Can’t remember the same but they didn’t have rgb as this was before that cancerous stage of the pc world. Pretty sure Corsair is making stuff to conform. 

 

Just seems costly at that point. Might as well make a real loop.

Water block and AIO are two different things. Water block is for a custom loop, an all in one has no water block. Are you asking why nobody has made a super fancy RGB water cooled AIO GPU? Because:
