Do either HWMonitor or CPU-Z have a in game overlay, so I can monitor while gaming?

As far as I know, no. You can either have either open on your second screen or use MSI Afterburner for this (the shortcut for the overlay is Ctrl+Shift+O I believe).

By the way, CPU-Z doesn't do temp monitoring, it's mainly for keeping an eye on on Voltage and GHz.

Monitoring: HWMonitor and CPU-Z (or Ryzen Master on Ryzen)

Benchmarking: Cinebench R15/R20 for CPU testing, 3DMark for general benchmark, including GPU test.
