buying a new system exept hard drive

I'm am going to build a new system. but I want to keep the hard drive does windows trasfer with the hard drive?

If not can I just contact windows or do I have to buy a new windows licence?

What you may need to do is tie the product key on that install to a Microsoft account. That's Microsoft's workaround for people who want to move a SSD/HDD between systems.
