If you have sudden FPS drops, that is most likely due to CPU or RAM limitations. Weak GPU would just output low FPS without stutters.

 

As for upgrading to a 1080p (60Hz?) gaming, 1660Ti  is a great option.

Could also be the VRAM - as we know, the 970 has 3.5GB of fast VRAM and 512MB of slow VRAM which tends to cause frame drops and stutters.

I dont run things past 1080 usually, i have an acer 24" monitor so nothing to crazy. Just my GPU is starting to stutter on some games.

I never had any problems going a little over 3.5GB. The GTX 970 is still a good card for 1080p gaming.

Second hand GTX 1070 and 1070ti, you can find them for about $200-$300 average on Craigslist. You can also go with a refurbished card, they cost a little bit more but, they usually have a warranty.

Also, make sure your CPU is good enough, you do not want to choke the performance of the new GPU.

Yall both have a valid point. I have A good about of ram, but I think Where I messed up was getting a Ryzen 3 1300x isntead of a ryzen 5. Might be the problem, I wonder if It could be causing bottleneck?

also using a 970, for now you really need to tune down a bit of the settings, still reaching 60~75 fps in most games, with vsync on, mixed settings with mostly high ~ultra.

the upgrade path is quite blurred if you aim for higher fps / res in future..

initially the rx5700 / xt is great, but over your budget..I would wait for next gen for cheaper ones
