Usually your CPU will perform tasks that are loaded into the RAM, so you not having any RAM left, leaves no tasks for the CPU to complete. So that might very well be the issue here.

Okay first of all, 
this sounds like a bit of cortana's issue and bloatware and maybe you got random apps starting up when you launch your computer. 

here's your homework :)
1. Update Windows 
2. Delete any apps you dont need

3. Go to task manager, go to startup, disable any you dont think you need

How much ram do you have installed?

RAM usage doesnt have anything to do with your CPU speed. It sounds like you have a shitton of bloatware running..

 

Unless you only have 4GB ram, that will explain the 97%
