Weird issue with graphics card.

There was a problem with a pc and I formatted it. When I went ahead and installed the driver for the card (gtx 670) the whole screen becomes pixelated and has artifacts what can I do?

Replace the card. If it happens when you have a driver (aka the GPU is enabled), then the card is most likely toast

Yeah but it posts without drivers...

That is the VRAM on your video card, you must RMA.  Unless you overclocked ?

Exactly - it posts without most of the card being enabled and fails once you enable it
