Ripping site off like that is against copyright/ownership. Many such services you can get already with own software. Like multiple gif makers.

gifmaker.me is an amazing site, unforunatly its online. How could i convert sites like this into exe?

im okay with just a web browser loading the site from html and js and stuff, but how can i make it into an exe.

You don't. The code is server side.

 

If you need an offline tool, download a standalone tool.
