You're telling me you haven't known this for 6 years? It's GTA V. Completely common for fps to be low in the city and high outside the city. Especially online in highly populated lobbies.

Hardware doesn't matter. Even on the lowest settings. All you can do is tweak the settings to maximize fps without losing visual fidelity. Lucky for you, I've already done this for you...

This isn't going to fix the fps drops but it will give you a much higher and more stable frame rate. Proof...

 

And I'm using an old 6th gen i5 paired with just a 1070. And this is outside the city. Imagine inside the city.
