A few changes.

 

You want an aftermarket version of the 5700 XT as the blower type run hotter and louder. Not sure what the best one is as not a lot have prices anyway. Something like the Sapphire Pulse or the Powercolor Red Devil etc if you can wait for stock. You also have XFX who are usually fine for AMD. 

 

Slightly cheaper ram and a B450 Tomahawk (See if you can get the MAX version though). The board has bios flashback anyway. Also dropped down to a 650W psu which is more than enough.

It looks decent. Remember that X470 board will need a Bios update to accept Ryzen 3000 CPU. Otherwise your PC won't even post. Also get an aftermarket GPU. Blower coolers are bad.

Wont x470 be better for future upgrades?

also, What would i have to do If i wanted to try overclocking? I mean What changes would i have to do.

Not really a lot of difference between B450 and X470. 

 

The 3000 series don't really overclock that great. The cpu will boost itself though, so you can just let it do it's own thing.

What about ram OC? Because i read somewhere that i can get 3200 memory above 3600 with OCing

Yeah you can overclock ram but no guarantee how far it will overclock. You can use Ryzen dram calculator and thaiphoon burner though if you want to try it.

Dont tell him to get b450 without telling him to update the bios...

Why would I need to tell him to update the bios ? The MAX board should work out of the box, which is why I told him to get that version. Not difficult anyway with bios flashback.

i know im picky, but is there any good b450 board thats white? i want to keep the pc theme as b&w

I think the one in your initial spec is the only one that springs to mind. You have a couple of boards that are silver like the ASRock Steel Legend and the MSI B450 Mortar Titanium. I know that MSI did a couple of White B350 boards like the Tomahawk Arctic and Krait but they are not sold anymore. You could always ask the retailer if they could update the bios on the Asus X470, or request a boot kit from AMD etc if you like that board.
