What I want is to have music played to my earbuds (played off front panel not sound card) while simultaneously play a games sounds to my speakers (they are hooked up to my monitor and driven via HDMI) I am on Windows 7 and my music application (Spotify) nor the games (a ton of different games and genres) have the option to pick audio out.

Is there anyway to make them use separate audio outs rather than the same one?

I know about setting one as a default communication device and the other as a default device so maybe there is a way to declare spotify a communication program...

Well, first you need to check in you audio manager app to make rear and front stream 2 different audio streams and then you will probably need some program to do that(will try to find it, for myself this works but in a bit different scenario...)
