I have the att internet 50 plan (50mbps) but my upload speed is 10mbps. I called them and they said they would speed up my upload. They said after 90min or so i should restart my modem.

Its been a day. I restarted my modem (waited 30 sec before turning it back on) but still no difference. My pc (which is wired) gets 10-11mbps but when i test it on my phone i somehow get like 15-17 mbps on upload.

I assumed ethernet cable was bottlenecking? I'm not sure.

No. Cat5e and Cat6 support 1 Gbps period. ALSO DSL and Cable (coax) internet have atrocious upload. 10 Mbps is about average for most people. I get that on Comcast. Its just how things are, your ISP is not going to speed up the upload. They just told you what you wanted to hear to get you the fuck off the phone. Also its well known that ISP's will prioritize speed tests to make them look good. Maybe the speed test you used on your phone was prioritized. It could also be the shitty gateways AT&T uses.

But like I said, upload speeds being that low is normal. If you want better upload get a Fiber connection.

Possible but it is more likely the combo unit, I pay for 400 down and 50 up, with the combo unit I got, I got 100 down at best. When I moved to a seperate router, I had no more issues. It could be the cable, but I find that highly unlikely at those speeds

I just want to sit back and watch the world burn.
