Why does download speed drop to 0 KB/s when you download files on some websites?

Either your network is busy with something else allocating everything to it, or there's a problem on server side (unless that problem persists with any site).

You might want to try TCPOptimizer and force turn off QoS.

Purify your Windows 10/11, don't give Microsoft anything that you don't want to share.
