It's likely because the market they're expected to be catering to isn't high performance enough to require the bandwidth that DDR4 memory provides. You only need faster memory if the CPU can churn through the data fast enough. Or there's something else in the system that also runs off of the same clock as what memory uses.

 

Otherwise Intel's processors aren't that sensitive to memory speed, unlike AMD's processors.
