i9 9900k bottleneck?

Hi, I need help finding a fix for what might possibly be a bottleneck. I recently built a pc that worked wonders during the first few days. I left due to vacation for about a month and after coming back, my fps dropped drastically. after running a few tests, I noticed that my CPU usage was spiking up and down, and while playing games, it goes up to 100% while my GPU usage was less than 40% on max video settings. How do I fix this?

now: 70-130 max settings

sounds like a cpu cooler issue, are temps looking ok?

yes the cpu temperatures seem to be running at a steady 45CC and below, the gpu runs at less than 60C. the only issue I'm having is the cpu usage, which makes me think of bottlenecking. I don't think that the 1070 is too outdated that it would not be able to handle an i9 9900k. thank you for the feedback.
