I'm sorry, i wasnt making fun of you, but of the PSU.
There should be affordable good PSU's around. but its not the Wattage thats the problem with the current PSU, Its how it delivers it.
550Watt should be more then enough, just only if it's good quality. That (1070Ti) GPU uses 180 Watt MAX (~220 Watt peak for short time).

I hope this helps you narrow down the PSU choices. :)
