Can't get my PC to output surround sound 5.1

I am unable to run 5.1 sound from my pc,
however the setup I have works fine on my PS4
connection is something like this

anything I may have missed while setting up my PC ?

Coincidentally, there is another thread right now with the same basic issue. You have to encode 5.1 audio with dolby digital for spdif.
