Is it common if I cap FPS at 144 that I would see intermittent drops, down to as low as 40 or 50 FPS?  If I'm seeing this am I seeing some sort of bottleneck? I would say the majority of the time its holding to 130 or 144 FPS but during certain scenes it will, for a split second, drop down as low as 40 or 50 FPS, and then go right back up to 144 FPS.  Or should the expected behavior be that if I cap at 144 FPS, it remains constant at 144 FPS at all times?

cap is a cap. meaning youve set a maximum not a minimum

those short intermittent drops are cause by "something" needing to catch up with the rest of the system. usually it has to do with loading in an asset (if only the game is running) or something in the background running like capture software or a browser or windows itself needing more power for a second or two.

So in your opinion what im experiencing isn't necessarily the result of some component bottlenecking or throttling my game?

well it could be but you'd need to check the usages across all your hardware during the game or check task manager to see if any other programs intermittently need a lot of cpu power causing the game to lag.

A 4690k is a bottleneck for 144hz. Whoever told you otherwise in your other thread was wrong. 4c/4t simply won't cut it.

 

If you upgrade your CPU, you won't necessarily see a huge increase in average frame rates, but your 1% and 0.1% minimums will be greatly improved, and frame times will be much more consistent.
