Weird random issue in Windows 10

I've encountered this weird issue lately where my cursor becomes messed up in Windows.

I took a little video of it. 

Has anyone seen this before and know what's going on? It fixes itself if I log out and back in again.

Perhaps you can do a system restore and go to a time when the mouse was fine and what not.  You will not lose any things, but apps installed from that point on you won't have them.

Hmm yeah, I recently installed Windows and it pretty much went straight to 1803 and now recently to 1903. But I'm not sure it's related.

Would've been nice to know what's causing it.
