When i started this post i just built the new PC and really didn't want to switch motherboard, but i did it anyway since no drivers or anything else worked. So i switched to an Asus Z390-F board and now it works fine, so you guys were right. Thanks :D

Hey, just finished building my new PC, everything is working fine except that there's a beeping and static sound in my headphones, i'm using all the same cables as with my last PC and it worked fine. Updated drivers on Realtek's website. Not really sure what else it could be, only happens through motherboard IO and speakers via HDMI work normally, front IO has simmilar problem but distorts audio as well. It doesn't matter if windows sound is muted or not i can still hear static if that makes a difference

First make sure that its not issue with headphones. So test them with another device. But seems like you have bad integrated audio chip in there. It could be RMA-able issue as the integrated chips are better (much better) than what they were 10 years ago when this was common issue.

You took the words right out of my mouth LogicaDrm my friend.  Try running DDU "Display Driver Uninstaller"  in safe mode and choose realtek and then choose clean and restart.  Now back in normal mode install the latest WHQL driver for your on board audio then let us know how things are.  good luck

Headphones work fine on my phone so they're not the problem, just got a the motherboard today brand new, Gigabyte Z390 Gaming X so i don't think there's anything wrong with the audio chip

Why would you think that? Every piece of tech can have any number of issues when they come out of factory. While they do quality control, something like this might not come up with testing (idk how deep audio testing is, I think its mainly to check frequency). Plus anything can happen after the fact. So I would advice contracting Gigabytes support and ask their opinion about it. Or take it back to store where you got it.

cause there must be some troubleshooting i can do before i know if the entire motherboard is broken or not

Well, you can do the drivers like @Turtle Rig suggested. But as you get same issue from rear I/O as from case header, but not from GPU... its kinda obvious. Or if you want to ignore it, you can buy DAC or external audio card.

Tried another pair of headphones in the front io, works fine. Just my headset is distorted (super low volume voices in videos but i can hear background music fine)

used DDU like he said but didn't do it in safe mode, didn't do any difference

Could it just be some interference of some sort? and nothing is actually broken but something isn't working with the other components? like why is it like this with my new motherboard and not my old one

Well, the interference would mean that audio chip is missing some of shielding. Like I said in earlier post, static and other audio quality issues were common 10 years ago when integrated chips were new thing. Speaker cables used iron/magnet plugs in cables to eliminate that. Back then getting PCI audio card was way to remove issues. Both giving better shielding and moving chips away from other parts of mobo.

There's where my knowledge ends. I was so annoyed of the quality of those early integrated audio chips that I haven't used one since. I had Creative audio card for awhile, but now I'm using USB DAC.

it sounds like interference, kind of like a fan or the harddrive spinning. Should i just dodge the entire problem by getting a dac? or is it more worth to replace the motherboard? (it is quite a hassle, i'd have to rebuild most of it)

I tried some different things in my case, and the one that removed the buzzing noise was not having the GPU in, i can hear the sound without headphones if i'm close to the back of the PC, so it's coil whine i assume. Is there any good way to fix it?

That can be grounding / static happening.  Stupid question, but are you using a surge protector ?  Also has your HP's ever sounded normal and good ?  We can possibly remedy this if it worked before and not now.  We can do a system restore, which wont get rid of any data on your computer just you will lose apps you insatlled from that point on.  So if it worked before go to system restore and select the date it was working fine.  Just my two cents for this morning.

Just built this PC yesterday, but on my old one it was working fine. For some reason my room isn't grounded but i tried it with an extension cable from my bathroom which is, and no difference. I tried different power cables as well but still the same thing

Is it even worth trying to fix or should i be looking into sound cards/dac's

Right now i'm using monitor passthrough from display port, is there any negatives to using my headset this way? got a cloud 2

No worries your good.  Well DP port transmits audio much better then a HDMI cable.  But not ideal.  Getting a usb audio interface should take care of the problem.  But I wouldn't bet my life on it ya know.
