GTA 4 missing texture problems :L

So ive been trying to find a solution to a texture problem on gta 4 , it only happens when i install car mods into gta , it could happen with 1 mod , it could happen with 10 , gta runs fine as a stock game ,but i want to start modding it to look better , ive tried the -norestrictions thing and all the commandline commands i could find but still no luck 

 

anyone got a fix for this or any ideas ?

I'm sorry I can't deliver a more constructive post but I think your only realistic solution is to not mod it. :( GTA IV is already a horrible, horrible part on it's own, so beginning to mod it is in no shape or form gonna improve the game. :(

^ Agree, I have three mods on my GTA IV. A trainer, a shader mod, and the intro-sequence skip (fast start-up), and that's enough for me.
