Try use Google/Cloudflare/Open DNS, probably banned/blocked by your country because of the Casino update.

This could be why this is happening to you. Reinstalling the game doesn't exactly wipe what you already copied over away. The same could be said with your drivers if you didn't use DDU to uninstall them before updating them to the latest drivers. There's also redistributables you may have not installed. There's updating Direct X in order to play the game. There's also other changes to your PC itself that could be to blame, like Windows Updates for example. There are fixes for this situation like downloading a certian .dll file and copying it into your installation folder but it's much better for you to completely wipe GTA 5 from your PC and reinstalling it completely fresh. In order to do that, you have to find everything to do with GTA 5 in other random folders that could be in multiple locations on your PC and get rid of them. Then as I said, reinstall the game completely fresh. Hopefully this will automatically enable you to install certain redistributables and the latest version of Direct X. If anyone would know how to fix something like this, it would be Rockstar. Maybe open a ticket with them and see what steps they take you through as they have most likely dealt with this issue many times before with other people. Go here and give it a shot Rockstar Support.

I did find that this may or may not work for you as it worked for someone else... "I followed a guide on youtube and all i had to do was delete "Settings.xml" in the C:\Users\MYournamehere\Documents\Rockstar Games\GTA V folder. This fixed the problem and reset my settings to standard."

This person had the same Safe Mode or Retry error and it fixed it.

Story mode isn't banned in the UK. GTA 5 should load story mode right up.
