I honestly wouldnt get either one of them. Q9650 is an 11 year old 775 socket cpu, A6 3670 is an FM1 socket APU from 2011. Both are terrible performers, both are on a long dead sockets. Save up more.

the processors are on different sockets

q9650 4160 points   - quad core 3 ghz , socket LGA775, tdp 95w

a6 3670 3166 points - quad 2.7 ghz + integrated graphics - socket fm1, tdp 100w

so the q9650 is faster, but you'll probably be limited to maximum 8 GB ddr 2 ... not sure DDR3 was a thing at that point. Not much room to upgrade

The A6 is slower but it has integrated graphics... makes sense if you won't use separate graphics, for an office pc or movie playback pc, the integrated graphics is not so great at gaming.

FM1 socket doesn't give you much upgrade options. You do get DDR3 which may be cheaper than DDR2 these days.

Since you plan to add a RX 560 , I would go with the socket 775 mb and intel cpu

however, if you don't have either mb or cpu, I would suggest going for an am3/AM3+  motherboard and any am3/am3+ cpu.

If you're aiming for cheapest, the minimum that would give you same performance : you could start with an FX 4100 / FX 4200 which are about as fast as that Q9650 and cost around 20-22$ on eBay with free shipping... here's example link .  An AM3/AM3+ motherboard starts from around 35$ , here's some examples:

0. https://www.ebay.com/itm/Original-ASUS-COMPUTER-M5A78L-LE-Socket-AM3-AMD-Motherboard-With-I-O/282962238818

1. https://www.ebay.com/itm/Socket-AM3-AM3-For-AMD-DDR3-Gigabyte-GA-78LMT-S2-Motherboard-760G-USB2-0-16G/382890300226

2. https://www.ebay.com/itm/Asus-M5A78L-M-LX3-PLUS-Desktop-Motherboard-760G-780L-Socket-AM3-DDR3-16G/392335695548?

Depending on your budget you could go up the FX series to a FX-6300 or FX 8300, or FX 8320 ... should be able to find these below 50-60$.

The differences between FM1 socket processors are minimal ... you get something like maximum 5000 points.

It's not worth getting FM1 or FM2 socket processors.

Always determine / ask what socket that processor is... it's important.

Do you have motherboard for that Q9650 processor?

The Q9650 is still around 45$ on eBay because it's one of the highest performance on socket 775 and there's collectors making collections of processors, or systems for older games (and that cpu is good for Windows XP/ Windows 7 era systems)

A8 processors can be anything from 20$ dollars and higher but they're not worth it..

An FX-8300 is as low as $55 on eBay and it's probably 2x as powerful as the Q9650 : https://www.ebay.com/itm/AMD-FX-8300-FD8300FWMW8KHK-3-3-to-4-2-GHz-eight-core-socket-AM3-CPU-95W-Vishera/283569783832

Put your cpu on eBay or local website for sale for something like 30-35$ and sell it.
