If you don't mind going through a bit more hassle to get an AM4 kit, the Ouranos is better: https://www.newegg.com/p/1DR-003S-00002

It's not good enough for overclocking

It's good enough for overclocking to the point where you wouldn't notice any performance difference between a D15 and it, temp normalized to 85C and noise normalized to bearable noise, soo

Yes bbn ymbut I would prefer for the CPU temp to be lower than 85 after I oc because I'm planning on keeping this build for a few years

OC discord recommends 85C or under for long term usage. I don't think there would be much benefit in keeping the max temps of the CPU under 85C vs at 85C for its lifetime.

and noisy. I'd say you need not to spend too much. Gammaxx400, Hyper212X or similar coolers would be way superior to stock Stealth. I'd even recommend Alpenföhn Brocken Eco Advanced, if available in your area.

Scythe Mugen5 is also very good, and cheap ~ 45 USD.

Life is really challenging. I don't always suceed: )
