FPS DROPS LOW CPU USAGE, LOW GPU USAGE, NORMAL TEMPS 32GB RAM

So ever since there was a new update in Fortnite battle royale (the season X update) I've been experiencing really bad FPS drops and stuttering. My CPU usage doesn't go above 60% when playing and my GPU usage doesn't go above 30%. Temps are all around 40C. I'm trying to defrag now but I have no clue what's causing the FPS drops from 60fps to 27fps, multiple stuttering. 

My specs:

i5-9600k

1080ti

z390

32gb RAM

850 PSU 

256gb SSD

1TB hdd


Some people are suggesting I overclock but I know my specs are more than decent to play at a stable 60fps. Any help is appreciated

1080 and all low except for anti alliasing and view distance

low usage doesn't comes with resolution whether is 4k or 720p, whether ultra or low. gpu will kick at least 70 and cpu to 60 at least.

 

have you already test it out on another game or heavy work load?

Seems to be a Fortnite problem/ bug. In my NVIDIA fps display it merely drops to 57-59 (which is forgivable) but in the in-game display it skips to around 19-27fps

Happened a lot in fortnite. i just lost 20GB of files which is corrupted

What do you think I should do? I tried reinstalling the game to no success. Hoping defragging works
