Build:

CPU: Intel Core i9-9900K 3.6 GHz 8-Core Processor 
CPU Cooler: Thermaltake Water 3.0 360 ARGB Sync Edition 56.45 CFM Liquid CPU Cooler 

Fans: Same fans attached to above cooler
Motherboard: Asus ROG STRIX Z390-E GAMING ATX LGA1151 Motherboard 
Memory: Corsair Vengeance RGB Pro 32 GB (4 x 8 GB) DDR4-3600 Memory 
Video Card: Asus GeForce RTX 2080 Ti 11 GB ROG Strix Gaming OC Video Card 
Case: Lian-Li PC-O11 Dynamic ATX Full Tower Case 
Power Supply: Corsair HX Platinum 1000 W 80+ Platinum Certified Fully Modular ATX Power Supply 

SSD: XPG SX8200 PRO 1TB NVMe

 

Problem: (First Build) Finished build, no display

after some troubleshooting, I now have the on board boot and VGA lights turning on

 

When plugged in:

All lights/fans turn on and run

CPU Cooler turns on and runs

GPU colors turn on and fans run

Motherboard colors turn on->Boot and VGA lights turn on

 

Troubleshooting:

1) Checked all wires for looseness 

-Started testing by removing pieces-

2) Tested without Graphics card -> was silly because the motherboard does not have integrated graphics - VGA and BOOT lights now turn on even when Graphics are plugged in

3) Tested without SSD - nothing changed

4) Tested without SSD and fans - no change

4) Rebuilt system - no change 

5) Tried using different PCIe port for graphics card - no change 

 

 

Other Information:

Only have and have been using HDMI

Tested both on Motherboard and Graphics HDMI port - both to no avail

Both HDMI cable and monitor were tested on laptop and worked

 

Please let me know of any suggestions, thank you for your time

I think it would be a good idea to use DP cable and let us know what happens.  Your in a hole but well get you out of it, step by step and what not.

Boot light is on because you haven't installed an OS on the drive yet, VGA light is on probably because of an issue with the GPU either internal or dedicated. If you still aren't getting any sort of display post or otherwise with the GPU uninstalled and going through onboard(the 9900k has integrated graphics unless you got the KF version) you may want to check your CPU and possibly reseat it. Best thing to do when a PC doesn't boot or post is reseat the Ram(try only two sticks in slots 2 and 4 first, then move on to all four) and check all power cables, if reseating the ram doesn't do anything, then try reseating the CPU and make sure there are no bent pins or thermal paste in the socket. The VGA light on the Z390-E only comes on and stays on if there is a problem with the GPU, or the motherboard is having issues and throwing out a random debug led.

Do you have another computer you can test the 2080ti in? If you get the VGA LED light when the GPU is installed and when it's not it could just be the motherboard, try the other PCIE slot and see if there is any change. Also the GPU is hooked up to the PSU via the VGA power cables correct? It doesn't show in the pictures if you have it plugged in or not.
