I used to use iTunes to sort my library, it's actually decent. Switched to Spotify for convenience.

 

Winamp is also good.

I want it to tag it from a databass, so I can pick tags like "70s" "electric" and all the songs with those tags it'll bring up. So a program that has an online database for adding meta data to songs?

 

I want to be able to create playlists easily.

Foobar can do it, it uses MusicBee and freedb as sources. There's also addon called Facets which lets you setup multi-column search. To do exactly what you are after.

 

Foobar will be hard to setup, so its not easy from the install. I've been using it 15 years, with same theme setup for probably 10 years.
