Best Note-taker for Windows?

I'm after Bear-like (https://bear.app) notes app for Windows. Something lightweight with the ability to tag or organize notes. Apps like EverNote are too cluttered with features. Willing to pay up to ~$20 if there's a good paid option.

MS OneNote. yes its a bit full with features, but you can tame it down to a really effective way of noting stuf. Also supports pencil input and stuff

FOLDING MONTH 2021! GOGOGO and save on some heating costs 🙂

I had considered it. Unfortunately you have to sign in and it comes with a bunch of extra bs which I don't want on my system.
