I own a Dell Optiplex 390 MT and I recently tried updating the PSU and now I'm receiving no fan spin or boot, and the weird thing is the computer works just fine when I use the OEM PSU. The new PSU in question is the EVGA 500 W1 (Link). I've tried the paperclip test to see if the PSU was DOA but it turned on and showed it worked. With both power supplies the LED indicator on my motherboard still receives power.

 

Step by step what I did:

1. Removed OEM PSU

2. Installed new PSU (No fan spin at all)

3. Removed new PSU and reinstalled the OEM PSU in fear that my motherboard was shorted some how.

4. OEM PSU boots to windows just fine with fans working.

5. Tried the paper clip method to check if the PSU was even working, it does as far as I know.

6. Reinstalled the new PSU with some hope, no fan spin or boot, again.

 

Specs:

CPU: i5-2400

MOBO: M5DCD

I can't install the GPU until the PSU decides to work

RAM: 2x4 DDR3 @ 1333mhz

SSD PNY CS900

And some old WD blue HDD

 

Should I just return it at this rate or am I just overlooking something?

 

I spoke to customer support and they deemed it as DOA, I should receive a replacement by next week. I'll update the thread then. The first EVGA PSU is now on its way back, and I no longer have it.

Put in new PSU, pull CMOS battery to reset mobo, put it back in and try to power it up

Welcome to Dell. The system will not boot with components that are not associated with it's original spec, apart from RAM. Not all Dell's do this, but there are quite a few out there. If your connections are correct and you have reseated every component and have the power output set to the correct position, the system will boot unless the Dell "protection" is in place.

Edit: After a quick Google search, I was able to find the spec sheet for your system which states that it utilizes an "Active Power Factor Correction (APFC) power supply" and it would not surprise me if this is a requirement put in place. The EVGA is not APFC, at least not from what I was able to see on their spec sheet.

The EVGA is APFC - and even if it wasn't, and used passive PFC or no PFC at all, the computer would have no way of knowing that.

You'd be surprised as to what bussiness level Dells are capable of capturing. The optiplexs are apart of their entry-level bussiness computers. Its entirely possible that it will refuse to post due to a hardware configuration change. It is more likely that components are connected incorrectly or static electricity has built up throughout the system. Disconnect the main power from the system (PSU, CPU, and motherboard) and remove the CMOS battery.

Which GPU do you want to use? Take a picture of the label on the old PSU. 

The PC does use standard connectors. I plugged all the connectors in the correct spot, and I plan on using the Aorus RX 570 (Its currently sitting in the box).
