ati?

ati has not existed in almost a decade

a bad overclock on the gpu will cause a hard lock and a system crash, then you restart and change settings

is very rare to kill a gpu this way these days, worse that happens is that windows crashes and you try again

what can kill a gpu is put excessive voltage on the gpu, that does kill gpus

Realistically speaking ATI is what is known as Radeon nowadays, which while under AMD flag is a separate company in a way, they still own the ATI branding and will occasionally use it when dumping unsold GPUs in big markets like China, here's a recent case with RX580's a current day video card:

They sell these really cheap to whoever buys in buckets to resell, this way they at least don't lose money just refrain from winning any.

So yeah, you can still call them ATI if you'd like, no biggies...

you dont use ati, you use amd, ati ceased to exist along time ago, let it go

anyway if you plan to overclock that rx5700 be sure to buy a model with good fans and heatsink that is not the blower one that works hot and noisy

about ati still existing under amd, you cant buy ati, it doesnt exist, is not like when google bought motorola

is like buying voodoo, is long gone, digested by nvidia, forget it
