Can high ping cause LOW FPS in online games?

So i heard ALOT of people talking about it and they have alot of different opinions. It bugs the fuck out of me, can it cause LOW FPS in online games or not? Yesterday i was playing GoW 4 online, it didnt drop below 130 FPS.

Today i WAS downloading and i definetly saw some FPS drops but what makes no sence is that it drops from 144fps to 100-110fps and i see a stutter? It did NOT drop below a 100 and yet it stuttered. Would be great if someone could explain cuz when i read on the internet they dont give me a definiteve answer. WTF? It should not be stuttering if it drops to like 100 frames right?

EDIT, i have 144 hz monitor, v sync off, ping was about 200 when downloading
