Stock AMD cooler constantly at 100%?

Hey guys, so a while back I built a PC for my little brother, ever since it was built it's been having an issue where after about 5 minutes of being on the cpu cooler will ramp up to 100% and will stay like that consistently until the computer is turned off. I felt the back of the pc (behind where the cpu is) and it feels pretty toasty, is this normal for builds using the AMD stock cooler or is there a way of fixing it?

Edit: The specs are:

AMD FX4130 (stock cooler)

Thermaltake versa ll case

EVGA 650 gpu

Check the CPU Temperature using something like HWMonitor, my 750K with stock cooler runs on the hot side so I set it to always run at atleast 50%, it'll ramp up to 90% when playing something CPU intensive such as BF4.

I tried using speedfan to check the temps but for some reason it said it was at 0 degrees celsius (I somehow assume that is not the correct temp.) Should I try a different program?

try using HWMonitor, what CPU do you have? Speedfan may have not supported it.

It's the FX 4130. I'll  install HWMonitor next time I visit him.

for no reason that i can can work out those bulldozer quad cores get very hot while not drawing too much power (or performing as good as hoped)
my friends got a 4100, it can be a bios thing where the current bios applied a load of voltage (bulldozer might be relatively new to your board) and that voltage creates heat, the stock coolers are usually pretty good, they have a solid copper core, in fact i swiped my friends and replaced with a smaller temporary one seeing as hes going to get an AIO anyway...
essentially get it apart and re do the thermal paste job, just a BB sized blob in the center of the cpu and reattach the heatsink, make sure you plug the cpu fan in the right header, ive plugged it into a 12v system fan header lots of times.
then load it up and monitor temps with core temp and voltages, post a screenshot if you like itll give us a better chance of spotting it.
1-if the voltage is too high well assume its a bios thing and you need to put the voltage down/update the bios.
2-if the voltage seems fine and for some reason its jsut running hot.....buy a hyper 212 evo, but lets see if we can avoid expenses for now.

edit, also you might have it set in the bios to have the max cpu temp as 50 degrees or something, so the board will do whatever it can and ramp the fan up in vain trying to stop it ever nearing 50 degrees (or farenheit equivilant)

i use speccy, core temp, hwmonitor and cpu-z (rog edition) to monitor temps, voltage and clock speed, from that you get a good idea of what votlage the cpu gets when to go how fast. give it a try
