Two fans spinning one is not

Just got a graphics card back from an RMA and when I plugged it in two of the fans spun up but one did not. I already tried spinning it to see if it started while the other two where spinning but that didn't work, is there anything else I should try?

if you use for example msi afterburner to force fans to 100% and that one doesnt spin, i would return it

What about when it is under load?

Many GPUs only have fans that turn on when they heat up enough for silence.

but those gpus trun off all the fans, not just 1, i only remember one gpu doing that and dont remember if it was a gigabyte

Cranked it to 100% still nothing

 

also, I had a version of this card before and it's either all three a spinning or not at all. No fancy using only one fan.

return it, or they didnt plugged that fan, or fan died or something else happened, still under warranty they have to fix it, give you a new one or give you all the money back, if they fixed it and came like that i would ask for my money back

Okay seems likes options have been exhausted let's hope 4th times the charm.
