PC set-up:

OLD: Graphic card gtx 960 paired with mobo Asus Maximus VIII Hero with I5-6500, PSU-Corsair 650w & G.Skill Trident X DDR4-16GB RAM 2133 hz. Samsung 480GB SSD & WD 1TB HHD

NEW: replaced gtx 960 to gtx 1660ti, added Kingston A400 480GB SSD & Seagate Baraccuda 7200 1TB

 

Need some advice for the following;

1. Can the new GPU achieve its full potential with the current set-up? If NOT.  Any suggestion?

2. Ran a benchmark test (refer below link) and found out that the newly added SSD & HHD were not performing to their potential. Any explanation as to why?

What resolution and what fps target?

I play lots of games but I only notice the problem when running games such as Battlefield 1. Whenever I play Battlefield 1, the CPU % reaches up to 100% and the game starts to lag causing stutters with mouse and movements and fps drops. Stuttering also occurs sometimes when I have multiple tabs of chrome open.

stable 60+ fps.

GTX 1660 Ti should be perfectly capable of very high settings with a target of 1080p60hz, so GPU you're golden.

 

The i5 6500 on the other hand, there will be games it can keep up the 60fps smoothly (highly advised to use v-sync), however in certain triple A high CPU demanding games such as Assassin's Creed Origins/Odyssey you'll see averages on the mid 40's to low 50's in certain areas of the map. The CPU is borderline between just enough and not enough any more.

 

You can improve things by ensuring you have a healthy OS and no unneeded background and sideground applications running while you game, sadly even though you have a high end motherboard the only CPU that makes sense upgrading to is the i7 7700 ~ i7 7700K which would solve your issues yes but value wise they are terribly overpriced even second hand.
