yes i just put on new heatsink

csgo was running 46 degrees and it still throttled

temps are mid 40s during games and it still throttles

but I still think the motherboard is the core issue. biostar makes bottom of the barrel trash and h61 is the lowest end chipset possible for your (at the time) high end cpu. grab a used p67/z68/z77 motherboard from a decent manufacturer like asus or gigabyte if you can, even if the problem is the power supply the motherboard you currently have is bound to give you issues eventually.

Oh my that is a garbage town psu right there. If you can get something like hardware monitor and check vrm temps whilst playing or doing a test.

my hwmonitor doesnt show VRM

motherboard temp is low 50s when throttles

Just because it says it can and it can handle it in theory doesn't mean it can actually handle it. For example plenty of amd 970 chipset boards COULD technically handle the 8 core fx chips but few could actually handle them without breaking or having major issues.

lol true .. it handles it well on powersaving mode 

was just playing ac odyssey at 30 fps

on powersaving it runs with no throttle but on balanced or high performance it throttles

that would be because on power saving it probably doesn't even try to run at full power so the test tool doesn't detect throttling. as soon as it tries, the motherboard fails to provide it enough power so it is forced to slow down.
