i have an i5 9600k,RTX 2080 16gb ddr4 3200mhz msi MPG procarbon z390 with a sata ssd and for some reason my fps is really low for my specs iv test different ram motherboards cpus and my gpu usage clock speed power consumption is all normal but my fps is Rainbow Six Siege:70-100 Insurgency sandstorm:60-80 CSGO:230-280 on a 144hz display

yes its not that low but for the specs and the 144hz that fps is not that good and the drivers are up to date and the bios and the windows

Sir, the monitor won't give you any FPS! This is just the maximum it can display. The FPS number you get in games is controlled by your GPU/CPU etc not the monitor.

Try reinstall windows or try another drive 

Technology is NEVER easy :(

i know but what im trying to say is that the fps should be above or around 144 so i can use it fully

then you need a better GPU sir. Ocing cn give you a little bit more but you won't hit those numbers in those games with that card

this is an rtx 2080 were talking about on 1080p thats not normal fps iv got friends with gtx 1660ti with higher fps

Do a speed test here... https://www.speedtest.net/. What is your ping, download and upload?

 

Is your GPU set to prefer maximum performance?

 

Is your CPU overclocked? And is it hitting the clock speed it's clocked to in these games?

Use MSI Afterburner while playing.

After your session look at the power % graph on Afterburner.

 

It looks like this.

Your GPU should run at its power limit(target). It will have drops when scenes are less intense and will go over at times.

If you can't maintain the power limit set on your card you are being bottlenecked by your CPU.

 

If temps go higher than the temp limit your GPU will throttle. Check the GPU temp graph.

my max power is 105 while my current power is mostly around 80-100 at 95-100% usage the tempreture is around 63

That is a bit low. 

What is the max power limit on the card?

 

The EVGA 2080 ti XC power limit is 130% and its temp under load is from 83 to 84c. My EVGA 2080 ti FTW3 has a power limit of 124% and full out the temps are from 69 to 71c. If either of them where running at 105% they would either be bottlenecked or the power target was set too 100%. 

 

63c is good if you are on water but it is a sign that your card is underperforming if you are on air. 

Also if you got the card early it may need a bios update.
