need help with cpu and motherboard

I currently have a desktop that I built (my first) and I want to start over and build a completely new one. I had a fair amount of trouble trying to decide between components the last time and I want to make sure I'm making solid choices this time around. I'm thinking the budget I want to stick to is 500 or less for the CPU, 200 for the motherboard, and 400 for the GPU. Spending less then would obviously be preferable. I've been looking at the I-9 9900k and the Ryzen 7 3800x that's about to come out, open to other recommendations. I'm not sure about what motherboards would be a good choice. As far the GPU, I've been looking at a RTX 2060 but again I'm not sure. Any help would be appreciated.

unbalanced for a gaming rig. a GPU for a gaming rig should cost about as much as the CPU and motherboard combined/

What's the target workload? The reason I ask is that the workload has a big impact on where you might want to put your money.

For a gaming rig, the main performance comes from the GPU; almost all i5+ modern desktop CPUs are fast enough for games. However, the problem comes when you pair a super powerful GPU with a weak CPU; a CPU might have enough performance for the CPU bound game logic, but might not have enough performance to keep up with the GPU bound operations, and thus will slow down your GPU. For a gaming rig, look at your budget and identify a CPU+GPU combination that provides maximum GPU performance while using a CPU that can keep up with the powerful GPU.

gaming and streaming mostly, everything else I do doesn't require much power

It depends on resolution if you want 1080p a GTX 1070 or GTX 1660 for 250 is fine same price as an i5.

Right now I'm using a old LCD tv as a monitor but I plan on buying a monitor in addition to my build. I have a GTX 1070 in my current desktop. I've been looking at a 144hz display, if I bought that how big of a difference would it make

I left the motherboard out, but pick up a cheap X570 board (if that’s possible to get one cheap) 

and you should be good.
