That really depends on what you are using it for.  If you just want to browse the web and chat, 20GB will be excessive, if you want to play games then you are going to need a lot more.

So how do I set this up to dual boot? I haven't dual booting something in years.

If you already have Windows installed then when you go to install Manjaro there should be an option to install alongside what you already have, you will set the drive amount assigned to Windows and to Linux at the time.  Once you have done that it is a fairly simple procedure.  I would just recommend that you keep your install media around in case you need it for troubleshooting later.
