Use whatever laptop you can  get your hands on. Python runs just fine even on a $20 little board, so you really do not need anything special.

Just about any half-decent laptop should be able to handle basic Python programming, especially if you're just learning and won't be dealing with resource-intensive code.

 

CodeAcademy's Python tutorials are pretty good.

How cheap you wanna go? You can get a Chromebook like this one dirt ass cheap. Research ChromeOS a little to ensure it will suit your needs, but I can tell you that it will be fine for Python programming. I personally wouldn't use ChromeOS, as it certainly doesn't suit my needs, but it's a good option on a budget if it does.

 

If you want a little more beefy machine running Windows this could be an option (not sure if it fits your budget, as you didn't specify). You'll get significantly more power than the Chromebook as well as all the application support on Windows.

 

If you're considering MacOS, don't, especially on a budget.
