Laptop throttles for no reason and gets stuck on 0.79GHz

I have a gaming Laptop, which I bought used but in mint condition, Asus FX504GM (i7 8750H, gtx 1060 6gb, 8gb ram) and using windows 10 pro, original cable and charger. 

 

-Laptop is plugged in and the battery is charging. Battery works well.

-Power option is already set to High Performance and CPU min and max is set to 100%. 

-I already tried reinstalling windows, drivers.

-I already checked BIOS and could not find any multipliers or other related settings to CPU, power, thermals or this issue.

-CPU is not overheating and gets stuck on 60 C degrees,

-Fan is spinning. 

-I tried running ThrottleStop but it has an issue. There were two .dll and after adding them to the folder, I started getting error "unable to start correctly error (0xc000007b)" 

 

What else I can do to resolve this issue? Has anyone ever dealt with it before?

I'd format the entire laptop.

Flash the BIOS / reflash it with same one.

This is an issue I very commonly see in Dell laptops which use a third pin on the charger to tell the laptop how much power it is allowed to draw. However, this Asus does not use an ID based charging system, so I'm honestly stumped. Out of curiosity, what happens if you run a live linux USB and try running benchmarks on that? It might show if its a windows issue or a laptop issue,

Thank you for suggestion, I will try it. I have never used linux so if you have any link where to get it from it would be a bliss.

Here's a link to software to flash the ISO to the USB drive: https://www.pendrivelinux.com/universal-usb-installer-easy-as-1-2-3/amp/

On step 4 of the installer, set a persistent filesize of 4096MB or so, this will make it keep changes on the drive when you reboot

When you do boot up, just select "try ubuntu without installing" and it'll let you run it entirely off the flash drive, so you don't nuke your windows install

You may need to switch the BIOS to LEGACY mode to boot to the flash drive. The boot menu on most asus machines is the escape key or F8, and delete or F2 to enter the BIOS.

As for benchmarking, open terminal and paste

sudo apt-get install hardinfo

And it should add hardinfo to the list of programs, under System Tools > System Profiler and Benchmark

For ThrottleStop to work you need to install the Visual C++ 2013 Redistributable packages from Microsoft.

Download and install both the x86 and x64 versions.  Delete any dll files that you copied into your ThrottleStop folder.

 

If you get that working, try disabling BD PROCHOT.  That might fix the problem of your CPU getting stuck at 798 MHz.
