Yesterday I build a new system 
Mb: Asus Prime H370-Plus 
CPU: Intel 8400 
Ram: Curcial 2666mhz 16gb x2 
and there's no graphics card currently. 

After assembling everything and connecting it to the power the LEDs on the MB turned on, tried pressing the start button but nothing happened, tried booting it up using a screwdriver, nothing happened. 
However, it turned on when i removed the 8 pin CPU power, and the fans started turning

So what might be the problem?? I'm totally confused. 
All the parts are brand new.

You could try taking it out of the case in case there's a short somewhere, need pictures of the build though.

No, I'm not in the US.. FInding parts where I live is very hard. 
 

Tried taking it out the case and nothing changed.

what power supply?

It's FSP Hexa+ 500w. 
(Where I live the options are very limited and this is the best brand I could find + I've used this model in multiple other PCs without any problems).

especially since it's the old hexa, which is horrible

Sounds like a short circuit.
If possible test with another PSU, I guessing it's the mainboard though. The question is what caused that in the first place.

Without testing with known good parts it's hard to say for sure.
