Ok...so my dad is using a really old PC for his office needs. He uses it to answer his emails, watch news and Facebook, and storing pictures of his grandchildren.

Following are the pictures of his system...

This system is literally 20 years old and it's running Windows 98. So, I planned to build him a new system with all new parts. My budget is around $500 USD. Also include a new mouse, keyboard, monitor and a webcam in the budget.

raspberry pi $35 + micro sd card is mch cheaper but its on lunix , interface is quite friendly

Really - if that is all your father needs, even cheapest Ryzen or Pentium will be more than enough. 8GB RAM, 250GB SSD (this will be much more that HDD I see on photo), some cheap motherboard (I assume that he will never upgrade anything), 400W PSU (BeQuiet), integrated GPU will be enough. Seriously - he will be very happy and everything will work much faster.

I have an old MacBook air 2011 that's in working condition. But my dad doesn't know how to use MacOS.

Don't need expensive noctua case fans, for 20$ more, yeah, I'd get the quad core 2200g, but throw in another 10$ for a 240 gb SSD... 

 

Do you really need a wifi adapter? Aren't there cheaper ones?

Less fans, but better storage (Crucial MX500 250 GB). You don't need fast memory also or even great thermal compound.

Lienus, I like your build. For someone who keeps their computer for 20 years, I might consider a monitor upgrade with more resolution, e.g.

He would have to add a webcam and speakers. I would recommend two forms of storage. One for the C-drive and one for documents, photos, other data. In case of corruption, he can re-format the C-drive without losing data. You could also consider a refurbished Dell or similar.
