It's a brand called MTASE and it's only for 2000php (~40$) for an 8gb 3000mhz
I've always found it in my searches for DDR4 RAM. 
As most people would say, RAM is RAM and you won't go wrong with it, but is there any way I can verify the legitimacy of the RAM? No website or data of it exists actually and the pics confuse me even more. Help please! Thank you...

One reviewer said they got them working at 2933 mhz ... so if you bump up the voltage a bit from 1.2v to 1.25v..1.3v you'd probably easily do 2800-2933 mhz

Also, what the heck? So I guess RAM prices are still high here in the Ph because that's an unknown brand at a very cheap price that's why I was very hesitant...

EDIT: Dammit the shipping fee is around 900php (~18$)... Not a viable choice now, plus only a select number of sellers ship to here. Sigh.

The sticker on the back of the Mtase RAM shows 8ATF1G64AZ-2G3A1 which is a Micron part number for 2400MHz chips. I think they are taking low-end Micron chips, putting a heatsink on it and then calling it 3000MHz memory. Maybe they are binning it, or more likely it's just cheap RAM they are trying to market as more premium to differentiate it from the other 8ATF1G64AZ-2G3A1 options. Even name-brand RAM rated at 3000MHz is not guaranteed to hit that rate, as it depends on your CPU/Motherboard's handling of XMP rates/settings.

 

I wouldn't say it's counterfeit, but I think you may find it won't hit 3000MHz.

Well what would be its possible mhz then?? 2400? I really appreciate you clearing that up for me! The seller is Chinese and thus is also not sure on what he/she's speaking and just tells me to go read the description and all. I believe my b450m bazooka plus can hit 3000mhz even more. 

Will it also be a viable suggestion that I just get a 2400 or 2666 ram and overclock it then?

You could probably get 2400MHz from this stick, and if that's what you want, then I would suggest buying from a more reputable brand. I would not pay a premium on this stick when compared to other 2400MHz sticks. You can always try to overclock any stick of RAM, but there are no guarantees on what clocks you'll achieve.

Understood. That's why I doubted it very much. The name MTASE and the lack of information from the seller are dead giveaways. 

Might as well get a 2400 or 2666 HyperX or a 3000 Team Force Delta...
