Dead CPU?

Hi I bought a 8700k 2nd hand and tried booting it, but what happens is that it lights up ram, mobo and GPU, but a second later before it reaches boot screen, it powers off and starts again. Under normal circumstances, you let it cycle 2-3 times and eventually boots, but it doesn't and just keeps looping the power on and off for several minutes before I eventually give up. The system works with a 9900k but not the 8700k.

Aorus extreme z390 motherboard

1080ti

4x 8gb ram

1200 hx corsair PSU 

128gb SSD

It's the Z390 one.  Not the water cooled one.

apparently your mobo has the led onboard that shows codes while booting up. you might want to check that code when it reboots and check the manual to see what it means
