ryzen 5 1400 stuck on 1.55ghz

hey guys

i am there gaming with my new setup but it seems my cpu is not rly working as it should?

i tried to set bios to "optimized settings" but that apperantly didnt work. i cant use ryzen master also cause when i start it it fucks up my bios and i had to reset bios cause of ryzen master 2 times and yes i confirmed it was because of it. i saw online that i could put the frequency and voltage manually in the bios. is that a good idea and if yes what are the normal numbers for it? 3.2ghz and 1.2 V ? 

my setup is :

cpu ryzen 5 1400

gpu saphire vega 56

mainboard msi b350 pc mate

16gb 3200 ddr4

 

on black desert online on ultra mode i am getting around 45 fps thats cool by me just wanted to stress it out but even then the cpu is only half speed

Had this on a 1200. Just clear cmos and all was good to go

did it 3 times by now. nothing changed

Check what Maximum Performance State in your Windows power plan is set to.  If it's below 100% then that is the likely culprit.

Then go to Settings -> Power, look at the Power Profile or reset that.

my power settings were set on ehm ( i am german ) "energy-save mode" i put it now to normal maybe that was the problem indeed gotta bench now
