In the best motherboard forms, the motherboard I plan to get (b450m gaming plus) was in the high tier gaming. Is their a better motherboard around the same price?

this is a whole different ballgame. Your original question, about H B and Z series boards, doesn't even matter with this motherboard because H B and Z motherboards are Intel while this one is AMD.

To your original question, the motherboard hierarchy for Intel is H310<B360=B365<H370<Z370 ~Z390. 

For AMD it's A320(just avoid it)<B350<X370 and B450<X470. Lots of X370 boards are similar to B450 boards in quality but generally B450 and X470 are the best

This is really not how you choose a motherboard... Why don't you just tell us your country and budget and we make a list for you?

THere is no real H, Z, and B. This depends on the brand and the generation. THere are also lots of charts that show feature differences, did you look at those.
