GPU not overclocking

Hey, I am Daby. I have an Dell laptop (E6540) with Intel core i5-4300M and AMD Radeon HD 8790M. My GPU use to overclock to around 650 MHz but here is the thing, my CPU started throtteling and i posted that on this Forum and guys on this forum helped my and than i went to the MSI Afterburner to make sure i am geting the best performence and i found that while gaming my GPU clocks are stuck at 300Core and 600Memory. than i downloaded HWMonitor and found out tha my GPU isnt even over heating, and here is the thing: my GPU hits at max at gaming 71° and CPU 79°. I also went to BIOS but the BIOS of my laptop is very limited and i didnt find anything useful and i tried updating it  and nothing was added i read what the Update did but nothing what would help me so i went here to ask for help so i realy dont know what to do.

Btw i know on the screen my GPU is hitting well over 71° but this is on MSI benchmark and that is different than Gaming something like Minecraft.

I also forgot that i wrote that my GPUs Clock is 300Core and 600Memory but on the screen it is different because i had ASUS GPU Twek and ther was that and Afterburner shows this so i dont know what i have to thing about this.

Furmark and its derivatives (including Kombustor) are useless in testing overclocks and great way to break your card. It pushes power draw way too high so you power throttle at much lower frequency then you do in games.

As @Jurrunio said. It is more or less the Prime 95 SmallFFT's of GPU benchmarking. Especially on a laptop, its a sure fire way to power throttle.

ok, but i need help, tell me what i have to do to get higher speeds of my GPU. Because remember: it was overclocking before and it dodnt now. And i also tryed minimizing my game and looking at the clocks while gaming and it stayed same as the benchmark clocks. Please help!
