i am on a extremely tight budget all i can get is this psu .

 its temporary, i will get a better one later. i wonder if this would be suitable for my system and eligible to oc and stuff (please sag yes i am hopeless i couldnt use my system for 2 months i missed her a lot) gtx 960 fx8320 2x4gbRam m5a97 R2.0 mobo 4chasis fans (dunno if its a required info) 1tb hdd

edit: Psu is gigabyte also edit : its 550w

The 8320 gives me pause, FX CPUs are power hungry so a shoddy unit isn't one I'd place with it. If you could find a lower power graphics card to lighten the load on the PSU in the meantime, I'd recommend that. Any friends who can load you a GTX 650 or something?

Draws 400 watts under max load, for reference.

whats the worst case sceneario , i dont oc much, 3.5ghz is the stock speed . i will use it at around 3.7-3.8 but not higher than 3.8 , maybe 3.85 ghz

i had this psu before , the 4pin cpu power connector is melted due to mobo having only 4pin power socket . thats why i cant use it. they call this is a bad psu also but i didnt have any problems with it except for the 4pin connector thing but that is mobo's problem (m5a97 le r2.0) not psu.i got m5a97 r2.0 now, with 8pin entry

Well at stock TDP, the CPU and GPU will probably use 25% more power. So that ends up being 332 watts peak if both only hits 125% during normal operation. When you OC, you are throwing away those calculated variables. The CPU alone can hit 340 watts at 4.8Ghz, which has it pulling three times it's TDP, according to one Anandtech chart. 

 

My advice here, is that if you want to OC, use a better PSU and Cooling options than stock.

psu watt calculator says i need 500w minimum with both gpu and cpu oc'd. alrighr alright i wont oc gou just to be safe its not necessary but i have to oc the cpu, would it be safe like (or at least acceptable) like that ? (3.7-8ghz)
