Yes. Or no. Depends on what you want to do with it and on what CPU cooler you will use it.

The Spire cooler is what usually comes with a 1700 (non X), from what I can remember and it cooled mine pretty well without any overclock. A light overclock is also possible to do on that cooler.

 

Of course the noise is a bit higher than a bigger tower cooler, but that is a given with the size of the cooler.

Well, I have a good airflow case with 5 120mm fans and I want to upgrade to Ryzen 2700 (not the X) . And can you tell me if gtx 1660 is going to bottleneck that CPU,What PSU do I need?

500W would be more than plenty, something like a CX550M would be a good option.

But it also depends on what you can get where you live, in general I would recommend a PSU of around 500-550W that is tier B or higher:

The Spire would be fine for cooling the 2700. It's the stock cooler that it ships with.
