This is my first time building a computer! Hoping I can get a look over before I jump into it. Budget is $1300 US for both tower and monitor. The goal for this build is to be able to Game and Stream. I mainly play JRPGs like Tales of Berseria and Trails of Cold Steel. I also want to try play higher end games like Nier Automata, Resident Evil 2: Remake and Devil May Cry 5. I went with an RTX GPU because I read that their encoding makes streaming easier on your CPU. I have a pretty decent keyboard and mouse that I already use. Any help is appreciated!

I looked at those 2. In the customer reviews of the Pro Carbon they said the stock cooler had trouble fitting onto it. The Tomahawk I read wasn't that great for OC. So I settled on the X470 Gaming plus.

no im comparing betwwen tomahawk and pro carbon. X470 gaming plus and Pro carbon is a same thing except the X470 pro carbon is better, well if thats the case why not X470 Gaming Plus the price is about the same anyway.

The X470 Pro Carbon is sinificantly higher end on VRMs than the X470 Gaming Plus.

If your goal is to swap out the 2700X for a 3700X/3800X when they drop, then the Pro Carbon would be one way to prep for that.

In fact the B450 Tomahawk is a step up on the X470 Gaming Plus.

If you were gaming on a 4c/4t i5 CPU or something, this would make sense. The Ryzen likely won't need shadowplay. Imagine 1-6 of those threads are reasonably engaged in gaming. (And that's being generous to modern titles.) You've still got at least 10 threads ready to dedicate to OBS. 

Further, AMD GPUs offer a similar process called ReLive. 

You can still grab nVidia, but frankly if that's your reasoning, your system already defeats the purpose.

Solid pieces for overclocking. The stock cooler is great for stock use, but overclocking the R7 will require more of a cooler. 

If you don't plan to OC, then the MOBO is straight overkill, and the 2700X will offer substantial gains over the 2700 since it's got a boosted core clock.

 

3rd Gen Ryzen WILL be worth waiting for. Especially in this use case. But here's a build suggest for your budget and use case based on current pricing and availability in case you cant wait til (what we think is) late July.

  • R7 2700 with plans to OC, so I included a nice cooler (very well priced for the performance), and downgraded the MOBO to something that will still totally work for this build, since that was unnecessary overspending.
  • Intel 660p NVMe drive will help with file creation if you record for your stream. It's a nice piece for the price. Bigger HDD for less.
  • Vega 64 GPU is close to the price of an RTX 2060 with the performance of a 2070. A nice upgrade! (And again, the CPU is plenty of power for streaming, and this will operate ReLive if you want GPU based streams.
  • 27" 1440p 144hz 1ms Freezync monitor. Step up your game, gurl! This GPU will game comfortably at 1440p

I understand that they will be better, but won't they be more expensive too? Like the Ryzen 7 3700X is going to be around $329. I'm also worried about availability.

Most certainly. The sales we see are massively diminished prices from their respective launches.

It may be though, that the R5 3600 is a better buy than the 2700 (which is the case for gaming in the 2600 vs 1700) so there is that to account for.

Prices on 2nd gen gear may also drop further as retailers try to clean their stock out.

You don't have to wait, but it would be a wise decision if you're in a position to do so.
